Executive summary

Doza provides embedded technical leadership for a national vaccination campaign platform - the service behind vaccination campaigns for COVID-19, Flu, RSV, and MMR. Since joining in June 2024, we’ve helped transform manual processes into a self-service tool now sending over 100 million patient communications.

The challenge

The platform brings together national health data, trusted communication channels, and user-defined rules to identify and contact patients for vaccination campaigns. Before Doza’s involvement, an operational team was manually creating JSON files containing campaign business rules - a process that didn’t scale.

There was no frontend or backend codebase. Everything needed building from scratch: CI/CD pipelines, infrastructure, authentication, and the application itself. All while navigating strict information governance requirements and integrating with multiple national health services.

Approach and methodology

Team composition

Embedded technical leadership within a cross-functional rainbow team of roughly 20 people - spanning user-centred design, clinical expertise, and engineers from multiple consultancies.

Key strategic elements

We stood up the full technical stack from nothing: serverless AWS infrastructure, React frontend, and integrations with national health systems including identity authentication. The approach prioritised speed to value while maintaining the rigorous security standards government health services demand.

Beyond code, the role involves running ceremonies, mentoring team members, and bridging technical decisions with clinical and UCD requirements. Working within a rainbow team means aligning multiple consultancies toward shared goals.

Results and outcomes

Platform expansion

The first non-vaccination use case has been successfully onboarded - a significant milestone proving the platform’s flexibility beyond its original scope. What started as a vaccinations tool now serves broader national health communication needs.
